There's a dire need for the county assemblies and CoG to work in unity in order to protect the spirit of devolution against unnecessary financial delays and strains devolved units are undergoing.

Deputy Governor Ntuchiu, CEC Finance, says counties have found self's conflicting with workers, suppliers, contractors and financial institutions over challenges inflicted by the National Treasury.

The DG holds that the pressure for BBI should also come with a condition that all the county government arrears will be squared out and the issue of delayed disbursements solved to avoid the current confusion paralyzing county operations.
