Formed with a mandate of transforming the Meru Municipality into a global metropolis, the Meru County Municipal Board has the following function;
(a) Promotion, regulation, and provision of refuse collection and solid waste management services;
(b) Maintenance of urban roads and associated infrastructure;
(c) Maintenance of storm drainage and flood controls;
(d) Maintenance of walkways and other non-motorized transport infrastructure;
(e) Maintenance of recreational parks and green spaces;
(f) Maintenance of street lighting;
(g) Maintenance and regulation of traffic controls and parking facilities;
(h) Maintenance of bus stands and taxi stands
(i) Regulation of outdoor advertising;
(j) Maintenance and regulation of municipal markets and abattoirs;
(k) Maintenance of fire stations; provision of fire-fighting services, emergency preparedness, and disaster management;
(l) Promotion, regulation, and provision of municipal sports and cultural activities;
(m) Promotion, regulation, and provision of animal control and welfare;
(n) Enforcement of municipal plans;
(o) Maintenance of administrative offices;
(p) Any other functions as may be delegated by the Governor.

Formed following the Meru County Assembly Act of 2014, the Board is tasked with the responsibility to license and regulate the production and sale, distribution, consumption & outdoor advertising of alcoholic drinks and for connected purposes.
The MEWASS Trust is governed in accordance with the rules contained in the Trust Deed and Constitution of MEWASS. MEWASS was gazetted and officially recognized as a water and sewerage system on June 15th, 2002, and took over management of the Meru urban water provision and sewerage system on July 1st, 2002 from the Ministry of Environment and Natural Resources and the Municipal Council of Meru. Presently, MEWASS Trust is mandated to provide water and sewerage services within Meru town and its environs covering 140 km2 under a Service Provision Agreement (SPA) with the Tana Water Services Board. The current SPA expires on June 21, 2016. The utility is now fully owned by the Meru County Government.

The Corporation is a statutory body established vide the Meru County Investment and Development Corporation (MCIDC) Act, 2014 with a wide mandate to promote, attract and support investment activities in various sectors of the County economy.
The MCIDC Act, 2014 was enacted to provide for the establishment of a legal and institutional framework to promote and co-ordinate investment and development in the County.
The Act places the following functions on the corporation;
a) The regulation and enhancement of financial and economic prudence in County Government investments;
b) Provide policy advice to the County Government on the investment sector in Meru County.
c) Establish an efficient and effective instrument for governing investments;
d) Profile and promote competitive investment opportunities in the County;
e) Promote local investment and furtherance of economic development;
f) Enhance the Counties revenue base;
g) Provide an effective framework for mobilization of finances for investments;
h) Promote socially beneficial projects;
i) Facilitate investments by county residents;
j) Co-ordinate and facilitate investments in the County;
k) Create jobs within the County; and
l) Establish an effective framework to enable the county government to undertake public-private partnerships and joint ventures suitable to the County.
