STRATEGIC OBJECTIVES
1. Develop and implement a robust monitoring and evaluation framework that aligns with constitutional provisions, national laws, and county policies.
2. Foster a culture of transparency and accountability by promoting open access to information, ensuring timely and accurate reporting of project and program progress.
3. Build the capacity of the Monitoring and Evaluation Directorate and other relevant stakeholders in monitoring and evaluation methodologies, tools, and techniques.
4. Implement performance management systems that facilitate regular assessment of project and program performance against set targets and indicators
5. Contribute to the development and implementation of policies that promote monitoring and evaluation practices at the national and county levels.
MONITORING & EVALUATION:
DIRECTORATE OVERVIEW
The Directorate of Monitoring & Evaluation is one of the Units in the Office of the Governor which tracks, monitors and evaluates implementation of the County plans, policies, projects and programs.
The Directorate of Monitoring and Evaluation is embedded in the Constitution of Kenya (2010) and is emphasized as an important part of implementing government activities to ensure transparency, integrity, access to information and that the principles of accountability are embraced at National and Devolved levels of Government.
Section 8 of the intergovernmental relations Act also details the functions of the summit to include evaluating the performance of national or county government and recommending appropriate action receiving progress reports and providing advice as appropriate and monitoring the implementation of national and county development plans and recommending appropriate action among others.
DESCRIPTION OF M&E DIRECTORATE
Within the Directorate, there are Departmental Coordinators whose main activity is to report every activity on a continuous. Further, there are officers appointed to the Inspection and Acceptance Committee for works, goods and services.
This appointed committee is mandated to;
DIRECTORATE ACTIVITIES
The Directorate main activities include;
i. Monitoring implementation of the County Development Plans
ii. Impact assessment of the County Development Projects
iii. Development research
iv. Policy formulation
v. Performance Management/RRIs
vi. Support role to departments and SAGAS on issues affecting performance of the County Government e.g. MCRB.
vii. Departmental Coordination.
GOVERNOR’S TRANSFORMATIVE AGENDA
1. Public Service Delivery:
This prioritizes improving public service delivery through enhanced legal affairs, public service management, and administration while ensuring efficient and effective services for residents.
2. Economic Planning:
This focuses on strategic economic planning, finance management, and ICT development whose main aims is to drive sustainable economic growth, resources allocation and leverage technology for innovation and development.
3. Natural Resources Development:
Efforts are directed towards water management, irrigation, environmental conservation, natural resource management, and climate change adaptation to ensure sustainable utilization and protection of resources.
4. Education:
This emphasizes on early learning education and science and technology to provide a solid foundation so as to equip the youth with skills for future innovation and development.
5. Physical Planning:
This prioritizes proper land management, physical planning, and affordable housing so as to create well-designed urban spaces and improve on living conditions.
6. Food Security:
This aims to enhance agricultural productivity, livestock and fisheries management so as to ensure food security and availability for all.
7. Infrastructure:
The focus is on developing and maintaining a reliable road network, efficient transportation systems, and diverse energy sources so as to support economic activities and improve connectivity.
8. Investment Promotion:
Efforts are made to attract internal and external investors so as to promote trade, tourism, commerce, industry, and cooperatives to drive economic growth and create employment opportunities.
9. Social Security:
This emphasizes youth empowerment, gender equality through sports, culture and art, fostering social inclusion and community well-being.
10. Health Services:
The focus is on improving public and medical services as well as construction and maintenance of existing medical facilities so as to ensure accessibility of quality healthcare to residents.
