COUNCIL OF GOVERNORS RAISES ALARM OVER REVENUE ALLOCATION SHORTFALL,CALLS FOR URGENT SUMMIT AND DEVOLUTION REFORMS
Following a Full Council meeting held on 19th May 2025, the Council Governors, chaired by H.E. FCPA Ahmed Abdullahi, has formally expressed strong concerns regarding the proposed Ksh. 405 billion equitable share outlined in the Division of Revenue Bill 2025. This figure falls well below the Council's recommended amount of Ksh. 536.88 billion.
According to the Council, the proposed allocation does not match the growing financial demands tied to devolved functions. The council has called for an urgent Summit meeting to resolve ongoing delays in the transfer of functions and related funding. As of May 2025, County Governments are still owed Ksh. 74.98 billion in pending disbursements, a situation that continues to disrupt essential public services. The Council has urged the National Treasury to fast-track the release of additional allocations that have already been signed into law.
In other resolutions, the Council announced the establishment of the Kenya Devolution Institute (KDI), which will serve as a central platform for innovation, leadership training, and knowledge-sharing across County Governments. Further, concerns were raised about the Ministry of Health's involvement in county-level operations of the Building Resilient and Responsive Health Systems (BREHS) Project. The Council warned against attempts to re-centralize functions that are constitutionally devolved.
